Environmental Impacts Statements; Notice of Availability [FR DOC# 2013-21276]

Good Neighbor Environmental Board; Notification of Public Advisory Committee Teleconference [FR DOC#
2013-21268] SUMMARY: Pursuant to the Federal Advisory Committee Act, Public Law 92- 463, notice is
hereby given that the Good Neighbor Environmental Board (GNEB) will hold a public teleconference on
Tuesday, September 24, 2013. The meeting will take place from 12 p.m. to 4 p.m. Eastern Standard Time.
The meeting is open to the public. For further information regarding the teleconference and background

PROPROSED RULES

Approval and Promulgation of Air Quality Implementation Plans; Delaware; Infrastructure Requirements for
the 2008 Ozone National Ambient Air Quality Standards [FR DOC# 2013-21270] SUMMARY: EPA is
proposing to approve a State Implementation Plan (SIP) submittal from the State of Delaware pursuant to the
Clean Air Act (CAA). Whenever new or revised national ambient air quality standards (NAAQS) are
promulgated, the CAA requires states to submit a plan for the implementation, maintenance, and
enforcement of such NAAQS. The plan is required to address basic program elements, including, but not
limited to, regulatory structure, monitoring, modeling, legal authority, and adequate resources necessary to
assure attainment and maintenance of the standards. These elements are referred to as infrastructure
requirements. Delaware has made a submittal addressing the infrastructure requirements for the 2008 8-
hour ozone NAAQS. This action proposes to approve portions of this submittal.

Revisions to the California State Implementation Plan, Placer, Santa Barbara and Ventura County Air Pollution
Control Districts [FR DOC# 2013-20918] SUMMARY: EPA is proposing to approve revisions to the Placer
County Air Pollution Control District (PCAPCD), Santa Barbara County Air Pollution Control District
(SBCAPCD) and Ventura County Air Pollution Control District (VCAPCD) portions of the California State
Implementation Plan (SIP). These revisions concern volatile organic compound (VOC) emissions from
adhesives and sealants. We are proposing to approve local rules to regulate these emission sources under
the Clean Air Act as amended in 1990 (CAA or the Act).

 

 

RULES

Revisions to the California State Implementation Plan, Placer, Santa Barbara and Ventura County Air Pollution
Control Districts [FR DOC# 2013-20917] SUMMARY: EPA is taking direct final action to approve revisions to
the Placer County Air Pollution Control District (PCAPCD), Santa Barbara County Air Pollution Control District
(SBCAPCD) and Ventura County Air Pollution Control District (VCAPCD) portions of the California State
Implementation Plan (SIP). These revisions concern volatile organic compound (VOC) emissions from
adhesives and sealants. We are approving local rules that regulate these emission sources under the Clean
Air Act as amended in 1990 (CAA or the Act).

Tetrachlorvinphos; Pesticide Tolerances [FR DOC# 2013-21272] SUMMARY: This regulation amends the
existing time-limited interim tolerances by converting them to permanent tolerances for the combined
residues of the insecticide tetrachlorvinphos, including its metabolites, in or on multiple commodities
identified in this document, under the Federal Food, Drug, and Cosmetic Act (FFDCA).
