Agency Information Collection Activities OMB Responses [FR DOC# 2013-22230] SUMMARY: This
document announces the Office of Management and Budget (OMB) responses to Agency Clearance
requests, in compliance with the Paperwork Reduction Act (44 U.S.C. 3501 et. Seq.). An agency may not
conduct or sponsor, and a person is not required to respond to, a collection of information unless it displays a
currently valid OMB control number. The OMB control numbers for EPA regulations are listed in 40 CFR part
9 and 48 CFR chapter 15.

Environmental Impacts Statements; Notice of Availability [FR DOC# 2013-22363]

Proposed Listing of Additional Waters To Be Included on Indiana’s 2010 List of Impaired Waters Under the
Clean Water Act [FR DOC# 2013-22348] SUMMARY: EPA is reopening the comment period for its notice
which announces the availability of EPA’s proposed decision identifying water quality limited segments and
associated pollutants in Indiana to be listed pursuant to the Clean Water Act Section 303(d)(2), and requests
public comment. For additional information regarding this action, please refer to EPA’s original public notice
published at 78 Federal Register 35929 (June 14, 2013), which is available at https://
federalregister.gov/a/2013-14192.

Information Collection Request Submitted to OMB for Review and Approval; Comment Request; Registration
of Fuels and Fuel Additives-Requirements for Manufacturers (Renewal) [FR DOC# 2013-22227] SUMMARY:
The Environmental Protection Agency has submitted an information collection request (ICR), Registration of
Fuels and Fuel Additives–Requirements for Manufacturers (Renewal) (EPA ICR No. 0309.14, OMB Control
No. 2060-0150), to the Office of Management and Budget (OMB) for review and approval in accordance with
the Paperwork Reduction Act (PRA) (44 U.S.C. 3501 et seq.). This is a proposed extension of the ICR, which
is currently approved through September 30, 2013. Public comments were previously requested via the
Federal Register (78 FR 16498) on March 15, 2013 during a 60-day comment period. This notice allows for
an additional 30 days for public comments. A fuller description of the ICR is given below, including its
estimated burden and cost to the public. An Agency may not conduct or sponsor and a person is not required
to respond to a collection of information unless it displays a currently valid OMB control number.

National Environmental Education Advisory Council [FR DOC# 2013-22336] SUMMARY: Under the Federal
Advisory Committee Act, EPA gives notice of a meeting of the National Environmental Education Advisory
Council (NEEAC). The NEEAC was created by Congress to advise, consult with, and make
recommendations to the Administrator of the Environmental Protection Agency (EPA) on matters related to
activities, functions and policies of EPA under the National Environmental Education Act (the Act). The
purpose of this meeting is to discuss specific topics of relevance for consideration by the council in order to
provide advice and insights to the Agency on environmental education.
PROPOSED RULES

Approval and Promulgation of Air Quality Implementation Plans; New York; Determination of Clean Data for
the 1987 PM10 [FR DOC# 2013-22356] SUMMARY: EPA is proposing to determine that the New York County
nonattainment area in New York is attaining the National Ambient Air Quality Standard (NAAQS) for particulate
matter with an aerodynamic diameter of less than or equal to a nominal ten micrometers
(PM<INF>10</INF>) based on certified, quality-assured ambient air monitoring data for the years 2010
through 2012. The State of New York submitted a letter dated January 14, 2013, requesting EPA to make a
clean data determination for the nonattainment area of New York County. Based on our proposed
determination that the New York County nonattainment area is attaining the PM<INF>10</INF> NAAQS, EPA
is also proposing to determine that New York’s obligation to make submissions to meet certain Clean Air Act
requirements related to attainment of the NAAQS is not applicable for as long as the New York County
nonattainment area continues to attain the NAAQS.

Revisions to the California State Implementation Plan, South Coast Air Quality Management District [FR
DOC# 2013-22360] SUMMARY: EPA is proposing to approve a revision to the South Coast Air Quality
Management District (SCAQMD) portion of the California State Implementation Plan (SIP). This revision
concerns particulate matter (PM) and carbon monoxide (CO) emissions from Cement Kilns. We are
approving a local rule that regulates this emission source under the Clean Air Act as amended in 1990 (CAA
or the Act). We are taking comments on this proposal and plan to follow with a final action.
RULES

National Oil and Hazardous Substances Pollution Contingency Plan; National Priorities List: Deletion of the
Koppers Co., Inc. (Florence Plant) Superfund Site [FR DOC# 2013-21622] SUMMARY: The Environmental
Protection Agency (EPA) Region 4 announces the deletion of the Koppers Co., Inc. (Florence Plant)
Superfund Site (Site) located in Florence, South Carolina, from the National Priorities List (NPL). The NPL,
promulgated pursuant to section 105 of the Comprehensive Environmental Response, Compensation, and
Liability Act (CERCLA) of 1980, as amended, is an appendix of the National Oil and Hazardous Substances
Pollution Contingency Plan (NCP). The EPA and the State of South Carolina, through the South Carolina
Department of Health and Environmental Control (SCDHEC), have determined that no further response
activities under CERCLA are appropriate. However, this deletion does not preclude future actions under
Superfund or other regulatory authority.
